Pakistan Education and Research Network (PERN) is a part of the overall vision and among the objectives if IT Action Plan that was launched in 2002 by Prof. Dr. Atta-ur-Rahman as Minister of Science and Technology, Government of Pakistan. Initially the project was financed by the Government of Pakistan in cooperation with PTCL (Pakistan Telecommunication Company Limited) Research & Development funds. The network is designed, operated, and maintained by NTC (National Telecommunication Corporation) and it is now managed by Higher Education Commission, Government of Pakistan. The project is aimed towards establishing an integral part of the overall education system of the country and is designed to interlink all public/private sector chartered universities /degree awarding institutes registered with Higher Education Commission, Government of Pakistan. The interconnectivity of all these universities/institutes provides integration of data banks, collaboration for research and development activities and upgradation of teaching and learning skills. It is designed and aimed to be submitted to National Telecommunication Corporation (NTC) and Pakistan Telecommunication Corporation Limited (PTCL) in order to assist them in preparing a proposal encompassing both technical viability and financial aspects in redefining/restructuring of existing PERN.
